The exhibit makes a strong case for market attractiveness but raises an important question about competitive timing.

On market size and growth, the small business insurance segment represents a meaningful and growing opportunity. Total premiums written in the segment are substantial and growing at a healthy clip, and the share of insurers currently using any form of AI-assisted underwriting is still very low, indicating the market is early and the white space is real.

The competitive landscape, however, shows that two well-funded competitors have entered the small business AI underwriting space in the past 18 months, and at least one has already signed contracts with several of the largest small business focused insurers. This matters because the small business insurer market, while large in premium volume, is relatively concentrated among a smaller number of carrier organizations than the commercial P&C market Sentinel knows well. If the largest buyers are already being locked up by a competitor, Sentinel's addressable market narrows quickly.

The combined takeaway is that the market is attractive but the window is closing. Sentinel should move quickly if it decides to enter, with a clear differentiated positioning against the incumbent competitors, rather than pursuing a slow exploratory approach. Speed of entry is a strategic variable here, not just an operational one.
